ICI President Scott Gray Named Chief Executive Officer

Virginia Beach, VA – ICI Services’ Board of Directors announced today that the company’s president, W. Scott Gray IV, has been named Chief Executive Officer. Mr. Gray assumes the role from Jay Harrison, who will remain as Board Chairman. ICI co-founder Dennis M. (Mike) McCarley will continue to serve on the Board as Vice Chairman.

Mr. Gray joined the company in June 2016 as the Senior Vice President for Program Development and was promoted to President in September of that year. During a 27-year Navy career, Mr. Gray served as Executive Assistant to the Secretary of the Navy; as Deputy Chief of Navy’s Office of Legislative Affairs; and as Commanding Officer of the submarine tender USS EMORY S. LAND (AS 39) and the nuclear ballistic missile submarine USS MARYLAND (SSBN 738).

Mr. Gray has an MBA from Brenau University; an MS in National Security Policy from the National War College, and a BS in Mechanical Engineering from the US Naval Academy.  He served as Special Assistant to the Secretary of Energy while a White House Fellow in the George H.W. Bush administration. He is an executive board member and volunteer with the National Capital Area Council of the Boy Scouts of America.

Before coming to ICI Services, Mr. Gray served as Senior Vice President, Deputy Sector Manager and Group Manager for Alion Science and Technology, where he advised the company’s CEO and the Executive Vice President of Maritime Systems on company reorganization, operations and business development.  He also led the company’s APMG Business Group, which had more than $160 million in annual revenue.

Before that, he served General Dynamics Corporation as Staff Vice President for Strategic Planning, leading the CEO team that analyzed industry and Defense Department markets; and as Staff Vice President for Government Relations, where he led legislative initiatives that included new construction programs for the VIRGINIA Class submarine, ARLEIGH BURKE Class destroyer, and T-AKE Class auxiliary ship.
