ICI Hires Technical Director

Virginia Beach, VA - ICI Services Corporation announced today that Stephen Lingsch has joined the corporation as Vice President and Technical Director. He will report to ICI President Greg Bryant.

Mr. Lingsch has a 39-year career supporting Science and Technology (S&T) and Research and Development initiatives. He has worked in operations and development of Unmanned Vehicles, Anti-Submarine Warfare, Strategic Systems, Mine Warfare and bathymetry/hydrography. He is a subject matter expert in Meteorology and Oceanography.

Before joining ICI Services, Mr. Lingsch served as Program Director/Senior Scientist for Perspecta, Inc. where he was Program Manager for the Office of Naval Research (ONR) Systems Engineering and Technical Assistance support to ONR Codes 30, 33, 34 and 35.

He also served as Senior Scientist at Applied Physical Sciences; Ocean Technical Director for the Oceanographer of the Navy; Deputy Technical Director for the Commander of the Navy Meteorology and Oceanography Command; Department Head of the Geophysics and Acoustics Department, and Division Head, Geophysical Techniques, for the Naval Oceanographic Office; and Computer Scientist at the Naval Research Laboratory.

Mr. Lingsch’s areas of scientific expertise include: geophysics, geodesy, radar altimetry, acoustics, bathymetry, remote sensing, scientific applications programming, image and signal processing, database design, statistics and Geographic Information Systems (GIS). He has authored and co-authored 19 published papers with subject areas relating to acoustics, bathymetry, sonars, remote sensing, GIS and data visualization.

“ICI was recently awarded a $982M IDIQ contract for the Unmanned Surface Vessel Family of Systems (USV FoS), to help the Navy advance the technology maturation, acquisition and sustainment of unmanned vessels,” ICI President Bryant said.  “Steve will support PEO USC S&T initiatives and lead ICI’s USC FoS business interests. His scientific and technical background and his relationships with academia, undersea and mine warfare stakeholders will be leveraged to put ICI in the best position to help the Navy pursue a distributed Fleet architecture that includes multiple unmanned and optionally manned platforms,

Mr. Lingsch earned a Master’s Degree in Computer Science and Statistics from the University of Southern Mississippi and a Bachelor in Environmental Science from Stockton State College. He has received two Superior Civil Services Awards, a Stockard Award in Geophysics and a Meritorious Civil Service Award and is a member of IEEE-Ocean Engineering Society, Marine Technology Society and the Mine Warfare Association.
