Mike McCarley

Mike McCarley is a founder of ICI Services Corporation and serves as Chairman of the company’s Board of Directors. Since expanding the company’s focus in 2001 from logistics into engineering support for the U.S. Navy, he has continued to guide major corporate initiatives—including leading ICI’s transition to an employee owned company in 2015.

Before founding ICI in 1999, Mr. McCarley served 10 years on active duty aboard amphibious and salvage ships and culminated his service at the Naval Safety Center, where he developed a strong interest in systems safety engineering and naval ship design. His 21 years in the civilian sector included significant contributions to naval acquisition and ship design programs such as DDG 51, LHD 1, LSD 41, MCM 1, MHC 51, AOE 6, AO 177, and CVN 76.

He holds a Bachelor of Science in Business Administration from The Ohio State University and received his commission through the Naval Reserve Officers Training Corps. He has served on the company’s Board since 1999.

Greg Bryant

Greg Bryant is the President of ICI Services Corporation. Joining the company in 2017 as Senior Vice President for Program Development, he has been instrumental in shaping business development strategies and aligning ICI’s services with key customer priorities. He became President in 2019.

Mr. Bryant brings more than 35 years of experience supporting U.S. Navy ship acquisition and sustainment programs. His prior roles include Senior Group Vice President at Alion Science and Technology and leadership positions at Anteon Corporation, BAE Systems, and Advanced Technology across ship design, acquisition management, logistics, systems integration, and test and evaluation.

He earned a Bachelor of Science in Marine Engineering from the U.S. Merchant Marine Academy and an Executive Management Certificate from Georgetown University. He joined the ICI Board in 2018.

Brian Kozlowski

Brian Kozlowski serves as President for Corporate Operations and is a Board Member, Corporate Treasurer, and Secretary. A founding member of ICI Services, he previously served as Senior Vice President for Business Operations, overseeing Finance, Contracts, Human Resources, Security, and Information Technology—while also serving as Corporate Quality Assurance Officer.

Mr. Kozlowski previously held executive roles within an ICI P&L business unit supporting NAVSEA and Navy Warfare Centers, following 15 years at NAVSEA where he contributed to numerous naval ship design and construction programs. He is a recipient of the Navy Superior Civilian Service Award and is a past National Chairman of the American Society of Naval Engineers.

He holds a Bachelor’s Degree in Mechanical Engineering from Marquette University and completed the Wharton Business School Executive Development Program.

Godfrey “Gus’ Weekes

Godfrey “Gus’ Weekes

Gus Weekes serves as Vice President and Division General Manager, leading ICI’s Engineering and Sustainment support to NAVSEA and Warfare Center customers across Surface Ships, Submarines, and Unmanned Platforms. He joined ICI in 2023.

With over 30 years of Navy acquisition, in service engineering, and sustainment experience, he previously served as Major Program Manager for the Littoral Combat Ship Mission Module Program (PMS 420), Commanding Officer of NSWC Dahlgren Division, and Department Head at NSWC Port Hueneme. His career also includes roles at NIWC LANT, COMNAVSURFLANT, and operational tours aboard USS KEARSARGE and USNS JOHN LENTHALL.

CAPT Weekes earned a Master of Science from the Naval Postgraduate School and a Bachelor of Science in Mathematics from Savannah State University.

Jesse Waletich

Jesse R. Waletich is Vice President and Division General Manager for ICI’s Systems Engineering Division. He leads engineering, acquisition, and sustainment efforts supporting major U.S. Navy programs and provides strategic oversight across systems architecture, ship design, configuration management, and lifecycle modernization.

He brings more than 20 years of experience spanning shipbuilding, naval systems engineering, management consulting, and technical leadership. His career includes roles at Northrop Grumman, Booz Allen Hamilton, and Alion Science and Technology, supporting programs such as DDG 51, LPD 17, CVN, and NAVAIR.

Mr. Waletich holds a B.S. in Marine Engineering Systems, an MBA from William & Mary, and a Doctor of Engineering in Systems Engineering from George Washington University. He is a PMP, SCPM, and maintains a DoD Secret clearance. He is active in ASNE and SCEA and has completed Georgetown University’s Cybersecurity Strategy certification.

David Kunselman

David Kunselman is Vice President and Division General Manager, joining ICI in January 2026 to lead Acquisition and Financial Management support for NAVSEA and Warfare Center customers across Warfare Systems, Ordnance, Surface Ships, and autonomous platforms.

His career spans more than 30 years in Navy financial management, acquisition, and logistics. Prior roles include Deputy Program Manager and advisor to the CFO for PEO SHIPS and positions within the Department of the Navy Office of Chief Management Officer. His last active-duty assignment was as Chief Financial Officer for PEO Integrated Warfare Systems.

Mr. Kunselman’s operational tours include roles aboard USS KLAKRING, USS EMORY S. LAND, and USS SIMON LAKE, as well as assignments with the Second Marine Aircraft Wing and U.S. Central Command. He holds a Master of National Resource Strategy, a Master of Military Science, and a Bachelor of Arts in Economics.

Kim Russell

Kim Russell is Vice President and Director of Contracts for ICI Services Corporation. Since joining ICI in 2016, she has led a team of senior contract specialists responsible for full lifecycle contract administration—from pricing and negotiation through closeout. She also serves as Corporate ITAR Officer and OCI Officer.

With more than three decades of Government contracting experience, Ms. Russell has held leadership positions at Valkyrie Enterprises, AMSEC LLC, and SAIC. She has extensive expertise in procurement, negotiations, audit response, financial analysis, proposal development, project management training, ISO compliance, international contracting, and M&A support.

She is a graduate of Virginia Wesleyan College with a major in Humanities and has served as Secretary of the National Contract Management Association’s Norfolk Chapter.

Kay Crider

Kay Crider is Vice President and Director of Finance and Accounting for ICI Services Corporation. Since joining the company in 2017, she has led the Accounting and Finance Department, overseeing general accounting, payroll, accounts payable, and banking operations.

She brings more than 19 years of experience in accounting and finance, including her prior role as Manager of Accounting for General Dynamics–NASSCO. Ms. Crider earned a Master of Science in Accounting and Internal Audit and a Bachelor of Science in Business Administration from Kaplan University, as well as an Associate of Applied Science in Paralegal Studies.

Joseph Shorter

Joseph Shorter serves as Vice President and Director of Human Resources, with additional responsibilities overseeing Safety and Corporate Compliance. Since joining ICI in 2016, he has applied more than 20 years of HR leadership experience across the Defense, Health Care, and Government sectors.

His background includes progressive leadership positions such as Chief Human Resources Officer, HR Director, and Manager, and Director roles in Employee Relations and Organizational Safety. His experience spans organizations including Mobil Oil, Apogee Solutions, UM Shore Regional Health, Wyoming Medical Center, and the Missouri Department of Corrections.

Mr. Shorter holds a Juris Doctorate from Regent University and a Bachelor of Arts in Business Administration, History, and Economics from the University of Virginia’s College at Wise. He is certified as a Senior Professional in Human Resources (SPHR), a certified Mediator of Workplace Disputes, and a member of the American College of Healthcare Executives. He is also a U.S. Army veteran.
